बहुकोणीय दिल्ली विधानसभा चुनावों में रेवड़ियों पर दाँव

वर्ष 2025 का पहला विधानसभा चुनाव देश की राजधानी दिल्ली में होने जा रहा है। दिल्ली में विगत दस वर्षों से आम आदमी पार्टी की सरकार चल रही है। दिल्ली के पूर्व मुख्यमंत्री अरविंद केजरीवाल व्यक्तिगत और आप पार्टी के संयोजक के रूप में शराब घोटाले के मुख्य आरोपी हैं तथा सुप्रीम कोर्ट की दया पर जमानत पर घूम रहे हैं। सुप्रीम कोर्ट की कड़ी शर्तों के बाद भी वह जनता के बीच लोकलुभावन घोषणाएं कर जनता को गुमराह कर रहे हैं कि मानो कोर्ट ने उन्हें बरी कर दिया हो। पूर्व उपमुख्यमंत्री मनीष सिसौदिया सहित कई अन्य मंत्री व विधायक जेल यात्रा कर चुके हैं तथा कई पर गंभीर आरोपों के चलते जमानत पर हैं।आप सरकार के दो विधायकों पर बांग्लादेशी और रोहिंग्या को बसाने के मामले में गहन जांच चल रही है। अरविंद केजरीवाल पर शीशमहल जैसे कई अन्य घोटालों के भी दाग भी लगे हुए हैं। दिल्ली सरकार का शायद ही कोई भी विभाग ऐसा बचा है जहां हजारों करोड़ का घेटाला न हुआ हो और यह सच्चाई कैग रिपोर्ट से भी प्रकट हो रही है और यही कारण है कि आप सरकार ने कैग रिपोर्ट विधानसभा सत्र में प्रस्तुत नहीं करी।
प्रधानमंत्री नरेन्द्र मोदी ने दिल्ली में आप सरकार को निशाने पर लेते हुए इसे आप-दा बाताया और जनता से इसे उखाड़ फेंकने का आह्वान किया। इस बार कांग्रेस पार्टी भी दिल्ली चुनावों में कमर कस रही है तथा बसपा और एआईएआईएम जैसे कट्टर मजहबी भी चुनावी जंग में उतर चुके हैं। समाजवादी पार्टी ने आप-दा के साथ ही रहने का मन बनाया है। 17 जनवरी को नामांकन पत्र प्रस्तुत करने की अंतिम तिथि के साथ ही चुनाव की तस्वीर एक सीमा तक स्पष्ट हो गई है। प्राथमिक और मोटे तौर पर दिल्ली चुनाव में सभी दल रेवड़ियों पर ही दाँव खेलते दिखाई दे रहे हैं शेष सभी मुद्दे गौण हैं।

भाजपा ने जारी किया संकल्प पत्र – दिल्ली विधानसभा चुनावों में भारतीय जनता पार्टी इस बार केजरीवाल को उसी की भाषा में उत्तर दे रही है। पार्टी ने आप के घोटालों, दिल्ली में बढ़ रहे प्रदूषण, यमुना नदी की दयनीय स्थिति व मुफ्त नल की असलियत को मुददा बनाते हुए अपना संकल्प पत्र जारी किया है। ऐसा पहली बार हुआ है कि भाजपा ने अपना पूरा संकल्प पत्र नहीं जारी किया है अपितु उसका एक अंश ही जारी किया है और आगामी दिनों में वह कुछ योजनाएं व संकल्प लगातार जारी करती रहेगी। भाजपा इस बार झुग्गीवासियों का बहुत ध्यान रख रही है और उनके लिए प्रधानमंत्री आवास योजना के तहत आवास देने का वादा किया है। मध्य प्रदेश, राजस्थान व हरियाणा की की ही तरह गरीबों के लिए 5 रुपये में भोजन देने की घोषणा करते हुए पार्टी ने कहा कि इसके लिए अटल कैंटीन योजना का आरम्भ किया जाएगा। मध्य प्रदेश,हरियाणा तथा राजस्थान में यह योजना सफलतापूर्वक चल रही है तथा अत्यंत लोकप्रिय हो रही है।भाजपा रणनीतिकारों का मानना है कि गरीबों के लिए 5 रुपये में भोजन की योजना दिल्ली में भी गेमचेंजर साबित होगी।

भाजपा का संकल्प पत्र जारी करते हुए भाजपा अध्यक्ष जे पी नड्डा ने कहा कि प्रधानमंत्री नरेंद्र मोदी ने राजनैतिक संस्कृति को काफी बदल दिया है आज से पहले राजनैतिक दल चुनावी घोषणाओें को भूल जाया करते थे लेकिन अब घोषणापत्र संकल्प पत्र में बदल चुका है। भाजपा ने 2014 में 500 संकल्प किये थे जिनमें से 499 पूरे हो चुके हैं। भाजपा ने संकल्प पत्र जारी करते समय कहा कि जनता के हित में आप सरकार की सभी योजनाएं जारी रहेंगी अपितु उसमें से भ्रष्टाचार व भ्रष्टाचारियों को बाहर का रास्ता दिखाया जायेगा। भारतीय जनता पार्टी की ओर से यह बात कई बार कही जा चुकी है कि क्योंकि आप की ओर से लगातार यह प्रचार किया जा रहा है कि जब बीजेपी सत्ता में आयेगी तब गरीबों की झुग्गियों में वह बुलडोजर चलवा देगी तथा सभी योजनाओं को बंद करवा देगी जबकि भाजपा का कहना है कि वह सभी झुग्गी वालों को मुख्यधारा में लेकर आएंगे।

भाजपा ने अपने द्वारा शासित अन्य राज्यों की तरह दिल्ली में भी महिलाओं को हर माह 2500 रुपये सहायता राशि देने का संकल्प लिया है। गर्भवती महिलाओ को 21000 रुपये देने व एक न्यूट्रीशनल किट भी देने का संकल्प किया है। भाजपा ने होली -दीपावली के अवसर पर मुफ्त सिलिंडर तथा 500 रुपए की एलपीजी सब्सिडी देने का वादा किया है। भाजपा ने वरिष्ठ नागरिकों के लिए 3000 रुपए तक की पेंशन देने, आयुष्मान भारत योजना को दिल्ली में भी लागू करने का ऐलान किया हैं।आयुष्मान योजना का संकल्प लेते हुए भाजपा अध्यक्ष जेपी नडडा ने दिल्ली में चल रहे मोहल्ला क्लीनिक में 300 करोड़ के घोटाले का आरोप लगाया तथा जब बीजेपी सरकार आने पर मोहल्ला क्लीनिक के घोटालो की जांच कराने का संकल्प दोहराया। भाजपा ने दिल्ली में सौर योजना लागू करने सहित 300 यूनिट बिजली फ्री देने सहित धार्मिक स्थलों को 500 यूनिट तक फ्री बिजली देने का संकल्प लिया है।
दिल्ली विधानसभा चुनावों में कांग्रेस भी अपने वादों के साथ चुनावी मैदान में दम भर रही है जिसके कारण चुनाव काफी रोचक होता जा रहा है। दिल्ली में कांग्रेस अपनी जमीन वापस पाने तथा बीजेपी सत्ता में वापसी के लिए मैदान में हैं और दोनों ने अपने सभी स्टार प्रचारकों को मैदान में उतरने को कह दिया है। भाजपा की रणनीति में सभी मुख्यमंत्री चुनाव प्रचार करने जा रहे हैं। खबर है कि दिल्ली में भी उप्र के मुख्यमंत्री योगी आदित्यनाथ की रैलियों की बहुत डिमांड है तथा “बटेंगे तो कटेंग“ के पोस्टर दिल्ली की दीवारों पर लग रहे हैं।

सभी दलों ने अपनी पोटली से वादो और संकल्पों का पिटारा खोलकर रख दिया है। सभी ने रेवड़ियों पर दाँव खेला है जिससे आप- दा की सरकार कुछ दबाव में है। यदि कांग्रेस व ओवैसी के कारण मुस्लिम मतों का विभाजन होता है अथवा बसपा के कारण दलित वोट बैंक कुछ खिसकता है तो फिर आप -दा के लिए दिल्ली की राह कठिन हो जायेगी।

आगरा विकास प्राधिकरण, आगरा नगर निगम, आगरा स्मार्ट सिटी मिशन, या ताज ट्रिपेजियम जोन ऑथोरिटी?

आगरा: इसका जवाब आपको मिल जाए तो जरूर बताएं, क्योंकि हम कन्फ्यूज्ड हैं। काफी शहरवासियों का मत है कि एक तरफ निर्वाचित जन प्रतिनिधियों की जमात है, तो दूसरी तरफ सरकारी संस्थाओं के बड़े बाबुओं की फौज है जो मिलकर आगरा को ढंग से निचोड़ रहे हैं।

परिणाम आपके सामने है। न औद्योगिक विकास हुआ है, न पर्यावरण सुरक्षित हुआ है। समस्याओं की लिस्ट लंबी होती जा रही है।

आज तक, तमाम प्रयासों के बाद भी तय नहीं है कि यमुना नदी स्वच्छ, निर्मल, जल से लबालब कब होगी, कब यमुना बैराज निर्माण प्रारंभ होगा, कब जिले का नहरी तंत्र, कैनाल सिस्टम दुरुस्त होगा, कब छोटी सहायक नदियां पुनर्जीवित होंगी।

अधिकारी बताएं कब तक नगरवासियों को शुद्ध वायु और शुद्ध पेय जल मुहैय्या हो सकेगा? क्या योजना है शहर के लोकल ट्रांसपोर्ट सिस्टम को सुरक्षित, आरामदायक और सुलभ बनाने की? कब तक अतिक्रमण मुक्त हो जाएगा शहर, कब जाम लगना बंद होंगे?

शासकीय नेतृत्व बताए कि हाई कोर्ट की बेंच आगरा को मिलेगी या नहीं, अंतरराष्ट्रीय फ्लाइट्स कभी आगरा से शुरू होगी या नहीं?

तीन विश्व हेरिटेज इमारतों का शहर, जो साल में एक करोड़ से ज्यादा टूरिस्ट आकर्षित करता हो, जो टूरिज्म इंडस्ट्री की धुरी हो, कैसे इतने लंबे समय से वो अपनी पहचान और अस्तित्व के लिए संघर्ष कर रहा है? विधायकजी यमुना की तलहटी से पतंग तो उड़ाते हैं, पर नदी में जल कब आएगा, कब मैली से निर्मल होगी, इस पर कुछ बोलने से कतराते हैं। कैसी विडंबना है इस शहर की, लगातार तीन दशकों से एक ही पार्टी को भरपूर आशीर्वाद मिल रहा है, लेकिन सब के सब अपनी व्यक्तिगत विकास यात्रा को तबुज्जो देते दिखते हैं, आगरा के सामूहिक इंटरेस्टस को एक जुट होकर पैरवी करने में नेताओं के पैर भारी हो जाते हैं।

1993 से लेकर अब तक, ऐसा लगता है कि आगरा को सिर्फ सुप्रीम कोर्ट ही चला रहा है। अधिकारी तो इतने हरि भक्ति में मग्न हैं कि कोई पेड़ काट कर ले जाए तो एन जी टी से ही पता चलता है इनको। भला हो जागरूक मीडिया का, वरना किसी को कुछ खबर ही न लगे कैसे खामोशी की साजिश से बर्बाद हो रहा है आगरा!!

नियोजित शहरी विकास क्या होता है, कोई पूछे प्राधिकरण के बाबुओं से। करोड़ों खर्च करके कई साल पहले दिल्ली स्कूल ऑफ आर्किटेक्चर एंड टाऊन प्लानिंग से एक विजन प्लान बनवाया था, उस का अता पता नहीं है। नगर निगम आज तक ये तय नहीं कर पाया है कि आगरा स्मार्ट सिटी है या हेरिटेज सिटी।

कई बार लोगों ने कहा है कि शहर में अवैज्ञानिक तरीके से टाइलें बिछाए जाने और पेड़ों के लिए साँस लेने की जगह छोड़े बिना पक्के फुटपाथ बनाना, जैसा कि पालीवाल पार्क में किया गया है, अच्छी बात नहीं है। टाइलें षटकोणीय होनी चाहिए थीं और बीच में घास उगाने के लिए छेद होने चाहिए थे।
एडीए के बाबू जिन्हें पर्यावरण संरक्षण के बारे में कोई जानकारी नहीं है, वे शहर के परिदृश्य को बर्बाद कर रहे हैं। नागरिकों को एडीए के साथ-साथ ज़मीन हड़पने वाले कुछ बेईमान बिल्डरों के खिलाफ़ भी जागने की ज़रूरत है।

“यह वास्तव में दुखद और दुर्भाग्यपूर्ण है कि हम उन लोगों के खिलाफ़ कुछ नहीं कर सकते जिन्होंने सामुदायिक तालाबों और कंक्रीट के हरे-भरे पैच पर कब्ज़ा कर लिया है,” पर्यावरणविद डॉ देवाशीष भट्टाचार्य कहते हैं। “आबादी का एक हिस्सा खुली जगहों को बेकार समझता है। नदी के किनारे, खुले नालों के किनारे एक-एक इंच जमीन हड़पी जा रही है। नालों पर होटल बन गए हैं और हम असहाय दर्शक बने हुए हैं, क्योंकि वे शक्तिशाली लोग हैं और आसानी से विरोध के स्वरों को शांत कर सकते हैं।”

बहुत पहले मांग की गई थी कि एडीए को पर्यावरण अनुकूल निर्माण योजनाएं बनाने में सहायता करने के लिए एक शहरी कला और भूनिर्माण निकाय का गठन किया जाए, लेकिन मठाधीश मैंडरिन्स अपने स्वार्थ की रक्षा के लिए कभी किसी को हस्तक्षेप नहीं करने देते। बाबू आते हैं और चले जाते हैं। शहर के दीर्घकालिक हित उनके दिलों में कभी भी इतने प्यारे नहीं हो सकते। एडीए को बदलना होगा।

हम सभी जानते हैं कि नगर निगम पर्याप्त संसाधनों से वंचित है। विभिन्न करों से जो कुछ भी यह कमाता है, वह व्यवस्था को वित्तपोषित करने में खर्च हो जाता है। आगरा विकास प्राधिकरण को लोकतांत्रिक बनाने का समय आ गया है, क्योंकि ये संस्था खुद ही बीमार, औपनिवेशिक और तनावग्रस्त लगती है।
यह एक दुखद टिप्पणी है, लेकिन काफी हद तक सच है कि इस महान शहर के नागरिक मामलों का उचित प्रबंधन नहीं किया जा रहा है। हमारे पास न तो प्रतिबद्ध प्रबंधक हैं और न ही उन समस्याओं को संभालने के लिए सक्षम विशेषज्ञ हैं। नियत की अलग कमी है।

Who is ruining Agra?

Agra: If you find the answer, do let us know, because we are confused. Many residents believe that on one side, there is a group of elected representatives, and on the other, a battalion of bureaucrats who together are squeezing Agra dry.

The results are evident. Neither has industrial development taken place, nor has the environment been safeguarded. The list of problems keeps growing longer.

Despite numerous efforts, there is still no clarity on when the Yamuna River will be clean, pristine, and brimming with water. When will the construction of the Yamuna Barrage begin? When will the district’s canal system be repaired? When will the smaller tributaries be revived?

Officials must answer when the residents will get clean air and potable water. What is the plan to make the city’s local transport system safe, comfortable, and affordable? When will the city be free of encroachments? When will traffic jams cease?

The ruling party leadership must clarify whether Agra will get a High Court bench or not. Will international flights ever operate from Agra?

A city with three UNESCO World Heritage monuments, attracting over a crore tourists annually and serving as the hub of the tourism industry, has been struggling for its identity and existence for far too long. While MLAs fly kites from the Yamuna’s riverbed, they shy away from addressing when the river will be filled with water and transformed from polluted to pristine. What an irony for this city! For three decades, one party has received overwhelming support, yet all leaders seem more focused on their personal growth journeys rather than collectively advocating for Agra’s interests.
Since 1993, it feels as though Agra has been governed solely by the Supreme Court. Officials are so engrossed in their “divine duties” that they only learn about tree felling through the National Green Tribunal (NGT). Thanks to an alert media, otherwise, no one would know how Agra is being silently destroyed by conspiracies of neglect!

Ask the bureaucrats of the Agra Development Authority (ADA) what planned urban development means. Years ago, crores were spent to create a vision plan through the Delhi School of Architecture and Town Planning, but its whereabouts are unknown. The Municipal Corporation is yet to decide whether Agra is a smart city or a heritage city.

Many have pointed out that unscientific tiling and the construction of concrete footpaths without leaving breathing space for trees, as seen in Paliwal Park, is not ideal. The tiles should have been hexagonal with holes for grass to grow in between.

The ADA officials, who lack knowledge of environmental conservation, are ruining the city’s landscape. Citizens need to wake up against the ADA and some dishonest builders who grab land.

“It is truly sad and unfortunate that we cannot act against those who have encroached on community ponds and green patches,” says environmentalist Dr. Devashish Bhattacharya. “A section of the population considers open spaces useless. Every inch of land along riverbanks and open drains is being grabbed. Hotels have been built over drains, and we remain helpless spectators because these are powerful people who can easily silence dissent.”

A long-standing demand has been to establish an urban art and landscaping body to assist the ADA in creating eco-friendly construction plans. However, the mandarins in power never allow any intervention to protect their vested interests. Bureaucrats come and go, but the city’s long-term interests never seem to matter to them. The ADA must change.

We all know that the Municipal Corporation is under-resourced. Whatever it earns from various taxes is spent on maintaining the system. It is time to democratize the Agra Development Authority, as this institution itself appears sick, colonial, and stressed.

It is a sad but largely true commentary that the civic affairs of this great city are not being managed properly. We neither have committed managers nor capable experts to handle these issues. Also, there is a distinct lack of intent.

Stop Cruel Assualts on Soul of Braj culture and spiritual ambiance

Agra: Modern roads, sprawling temples with high-rise ashrams and commercial complexes are replacing the natural and cultural sites that once defined this sacred Sri Krishna’s Leela bhoomi. Activists argue that this unplanned urbanisation is eroding the rustic character and ancient glory of the Braj mandal, which millions of devotees and pilgrims cherish every year. Mythologically, Braj was characterised by lush forests, mangroves, ponds and rivers, reflecting its deep ecological significance. These natural features, central to the worship and devotion of Shri Krishna, are now the target of bulldozers and JCBs in favour of modern “upgrades” that fail to be in sync with Braj’s heritage.

It is time for a social audit of the work done, budgets and schemes of the Brij Teerth Vikas Parishad formed by the Yogi government so that the public can know how this white elephant has enriched Braj culture. Since its formation, Mathura and Vrindavan, centres of spiritual heritage, have suffered from poorly planned urban expansion, say local activists. Vrindavan is now turning into a tourist spot. Demolished old buildings, hotels and market complexes, high-rise buildings dominate Vrindavan’s skyline, leaving little space for greenery. Sacred kunds (ponds) important to Braj’s ecosystem and cultural rituals are drying up or being encroached upon. Traffic congestion, uncontrolled sewage and rampant encroachment have turned the area into a chaotic concrete sprawl.

Local green activists worry that the essence of Braj culture is fading away. The holy city is losing its spiritual and ecological identity amid this relentless urbanisation.

Proponents of ancient glory blame the Mathura-Vrindavan Development Authority (MVDA) and the Tirtha Vikas Parishad. Development projects often ignore architecture and environmental friendliness, resulting in urban distortions that clash with Braj’s sacred and pastoral charm.

One scholar describes the area as “living in three different eras”, with ancient ruins, medieval structures and modern high-rise buildings. For example, the proposed skyscraper temple of Shri Krishna is said to be a symbol of the region’s misplaced priorities. This ambitious project will increase pressure on already limited water and power resources.

Despite a National Green Tribunal (NGT) directive banning concrete construction within 100 metres of parikrama routes, enforcement remains lax. Green activists say luxury development projects, such as bungalows rivalling five-star hotels, continue unabated, desecrating the spiritual essence of Braj.
Prominent politicians such as Hema Malini have failed to provide a clear vision for preserving Braj’s cultural and environmental heritage. Conservationists stress the need for a local arts panel to guide sustainable development. Urgent, coordinated efforts are needed to restore the ecological balance and cultural authenticity of the Braj mandal. From preserving its sacred green spaces and waterways to preventing uncontrolled urbanisation, the region needs a comprehensive action plan. Measures such as waste management, traffic regulation and preservation of heritage architecture are important to preserve the unique identity of Braj. The pilgrimage sites of Braj Mandal, immortalized in poetic literature and revered from a religious point of view, are not only remnants of the past but also important nutrients of its vibrant culture. If the ancient glory and character of Braj is not preserved, commercialism will be guilty of killing the soul of this sacred land.
