New Delhi : The Consortium for Educational Communication (CEC) and the Commonwealth Educational Media Centre for Asia (COL-CEMCA) today inaugurated a two-day National Pre-Research Workshop titled “Research Incubation and Advanced Training: Enhancing Academic Research in the Digital Era” at the CEC campus here, marking the beginning of an ambitious six-month research incubation programme aimed at strengthening digital education across Indian higher education institutions.
The workshop has brought together a select group of faculty members and researchers from CEC’s network of Educational Multimedia Research Centres (EMRCs) spread across the country. Over the next six months, participants will receive intensive mentoring to transform initial research ideas into robust, implementation-ready projects. The focus areas include digital pedagogy, educational technology, learner engagement, digital assessment, educational broadcasting, and online learning ecosystems, all aligned with national priorities such as the National Education Policy (NEP) 2020, SWAYAM, and SWAYAM Prabha platforms.

Manhas emphasised that CEC’s research projects would evaluate learners’ experiences, assess the effectiveness of existing digital resources, and generate evidence-based insights. “Adaptability, innovation, and inclusivity must remain the guiding principles as we advance the objectives of NEP 2020 while harnessing the potential of emerging technologies to create a more accessible, equitable, inclusive and future-ready higher education system,” he added.
Dr. B. Shadrach, Director of COL-CEMCA, described the collaboration as pathbreaking for both EMRCs and the global academic community. “Our mission through this initiative is closely aligned with that of CEC, guided by three strategic goals: orienting research towards the vision of NEP 2020 and global best practices; enhancing learning design and research competencies for technology-enabled education across disciplines; and motivating faculty members to view research as a collaborative, community-building endeavour,” he stated. “Learning should lead to skill and competency development that would enhance the workplace that drives innovation and academic excellence.”
The day’s proceedings began with a session on Idea Generation and Research Formulation led by Dr. Parvinder Kour, Project Manager at CEC. Participants explored strategies for identifying research problems, formulating sharp research questions, and aligning their work with national and international priorities. This was followed by the formal inauguration and an overview of the workshop structure.
A key highlight was the Research Proposal Pitch Session, where participants presented their research problems, objectives, methodology, and expected outcomes. The session evolved into a dynamic peer-review discussion, with constructive feedback helping refine ideas in real time. Later, Dr. Mohd Mamur Ali, Assistant Professor at Jamia Millia Islamia’s Department of Teacher Training and Non-formal Education, conducted sessions on refining research through sampling and design techniques, the role of AI and quality assurance in digital education research, and approaches to open, inclusive, and technology-enabled education.
The partnership leverages CEC’s extensive national network and expertise in educational communication with COL-CEMCA’s international experience in research capacity building, technology-enabled learning, and open educational practices. The two-day workshop will conclude on July 16 with sessions on research methodology, academic writing, scholarly publishing, and a revision and incubation studio session. This will officially kickstart the six-month research initiative.
CEC, an Inter-University Centre of the University Grants Commission (UGC), promotes quality higher education through electronic media and digital technologies via its network of EMRCs and supports research and publication at undergraduate and postgraduate levels. COL-CEMCA, a Commonwealth of Learning institution, focuses on advancing open, distance, and technology-enabled learning to support sustainable development across Commonwealth member states in Asia.
This collaborative effort is expected to produce high-impact research that not only strengthens India’s digital learning infrastructure but also contributes valuable insights to the global discourse on technology-enhanced education. By fostering evidence-based innovations, the programme aims to make higher education more inclusive and responsive to the evolving needs of learners and educators in the digital age.
